You missed my point, I was not referring to the BAU work for contractors and employees.  I was referring to the Business As Usual in the upper management of large companies.  They get in a hurry to build OSP.  They demand that the contractors hurry up and get it built and bring in an excessive amount of contract labor, then without warning before the job is done, they shut the project down.  I have seen it many times in my over 40 years in this business as usual way of life. 

I have been in this business so long, rocks were soft when I started.
