What has happened to per diem?

None of these companies want to pay per diem anymore. They think they will find 'local techs' in all these postings. I think they all had a meeting and decided they weren't going to pay per diem anymore, and now it's difficult to find. I'm not sure what has happened to the industry over the last few years.
