Fighting a battle thats likely already lost my friend. The brokers are only in power because of the friends they have within the industry, at least from my experience. I know a few salesman turned brokers simply because they had the relationship with that particular prime or mso and promised resources they didnt actually have, but didnt have a hard time finding. All this ffth work the last 10 years have been a breeding ground for it, prime's simply wanting bodies on the ground, pushing connections to every house possible for their customer and these brokers have the contacts to make it work while providing simply no man power themselves, although I know a few that have built themselves up with 'some' man power to ship around and start projects, to make their facade work better but in reality, most already know what the deal is and simply dont care, so long as the work is being done. IF it doesnt get done on time, its just a process of throw the next man down under the bus and keep moving.
