You never under any circumstances hang fiber off a j-hook, Fiber has bending radius that must be met. Are you talking about ADSS fiber or .self support fiber or the figure 8 laying on the ground while pulling out. Why would you leave a figure 8 hanging on a pole other than for the splicers...don't you install the snow shoes for them...the back loops !
