Different components are made in different countries. Just because the mainframe says made in China, the module can be made in Canada.
International patent laws prevent cloning or copying. Just because you can find something that looks exactly like an Exfo, doesn't mean that the components inside are exactly the same or of the same quality.
If anyone who is familiar with mass manufacturing, they would know that there are several different classes in manufacturing quality. This of course is all dependent on how much the company is willing to spend to manufacture their goods.
