Yes you need to have a TN Visa which is pretty hard to get. Back in the 1990's I got over as a fibre splicer under a "scientific" TN because we used lasers. Work was awesome, pay was great and the exchange was 50%.
I don't think you'll be able to get it as a lineman unless a compnay sponsors you.
