Job Description

We are experiencing phenomenal growth in 2013 and are adding to our staff to accommodate this. Empire Telecom is adding positions at every level of the organization including this position in the Operations department. This position is located in our Syracuse, NY office.

The Quality Control Manager is responsible for identifying work, inspecting completed work, issuing reports on findings, maintaining files and ensuring the correction and subsequent compliance on any deficiencies. This position must ensure the quality of service performed for by our crews and subcontractors is performed to meet and exceed our customer’s standards and specifications.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Prepare, obtain approval, issue and implement company quality control (assurance) program manual in compliance with owner contract and company requirements.
Be responsible for the interaction with customer, agencies, subcontractors and internal departments on quality related matters including performance activities such as audits, program setup, program planning etc.
Reports to company management as required by either regulatory requirements or by corporate structure.
As required by quality control program manual, perform activities such as audits, preparation of company standards, notification to management of quality problems, etc.
Responsible for Quality Control program implementation.
Responsible for hiring, training, and supervising Quality Control Representatives. Will perform, activities such as audits, program setup, program planning etc.
Provide administrative and technical direction to all quality control personnel - includes personnel administration, resolution of technical problems, development/approval of in-house training, etc.
Act as liaison with customer, regulatory agencies, subcontractors and/or internal departments on quality related matters as required.
Ensure company standards as outlined in quality control (assurance) manual are effectively implemented.
Ensure adequate corrective measures are implemented in cases of noncompliance.
Work with our customers to develop QC standards, checklists and field procedure documentation
Interact, develop and maintain relationships with QC counterparts within our customers organizations
Inspect the work performed by our crews and subcontractors prior to final customer walkthrough to ensure all specifications have been met
Perform real time inspections evaluating safety, appearance and customer experience
Truck Inspections
Handle all customer Quality complaints, questions and develop solutions
Adhere to safety policy


Supervisory Responsibilities
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

5 years experience in Quality Control, Quality Assurance, or Quality Management
Strong knowledge of wireless quality standards and policies
High level or organization and attention to detail
Excellent written, verbal and interpersonal communication skills
MS Office proficiency; including use of graphics, word processing and electronic spreadsheet applications.
Strong attention to detail
Familiar with industry testing apparatus (Anritsu, PIM, S.P.A.A tool, etc)
Must be able pass drug, background and MVR (Motor Vehicle Record) check
5 years telecommunications experience involving large civil wireless projects or similar, plus experience with wireless installation procedures


Education and/or Experience
Associates or bachelor's degree preferred, but not required

Travel
Travel may be up to 100%; may include short notice travel
