Qualifications
-Must have strong verbal, written and electronic communication skills
-Must use Excel/Word/Adobe
-Ability to read prints
-Strong Knowledge of aerial strand/lash cable placement
-Must have a clean look and be professional
-Must be local to the area. There will be perdium if you have to travel from your home area, but this is rare and we are trying hard to avoid this.
-Must know NEC code for

Job Description
Inspector’s Role
The Inspector should be following along with the construction crews and insuring that the contractors are adhering to all identified rules of construction while being NESC compliant. That is their number one priority. The Inspectors should be directing the construction crews on where to attach:
1. We will always be at least 40” from power unless we have MR back from the Power company and they have specifically put us a little less than that (the measurements might be slightly off)
2. We will always try to be 12” from any other telecomm except if we have MR back from the Power company and they have specifically put us a little less than that (the measurements might be slightly off). Also our contract clearly specifies we can go 8” if we attach permanently.
3. We need 12” clearance from a Street Light unless it is grounded or shielded in which case we can go 4”. Please write on the Attachment Summary sheet if it is grounded or shielded.
4. Our position on the pole is top telecomm for permanent attachments.
5. We will not cross anyone’s cable.
6. Do not drill a new hole less than 4” from an existing hole
7. We can use an existing hole if it is in compliance
8. We DO NOT have permission to move Time Warner Cable at this time (we will be meeting with them next week and hopefully Thayer will have permission to move them after that)
9. We will move unknown/untagged FOC
10. We DO NOT have permission to move AT&T and must utilize pre MR attachments if they are in the way of other moves
11. We have permission specifically for Bowlin and Thayer to move Zayo (also known as AFS in this market)
12. If we specify an attachment height that does not meet the above criteria, the inspector/contractor is required to contact a supervisor. Any poles where we attach in a different place from what is identified on the attachment sheet need a new pole profile and a picture even if it doesn’t require a Pre-MR attachment.
13. If we are utilizing a Pre-MR attachment, our preference is for it to go above top telecomm however if the attachment does not fit in that space while still maintaining clearance from power, it will need to go below the top telecomm if we are not able to move that telecomm. You can point the arm up so that our cable is in parallel to the other top telecomm.
14. If we are able to lower any telecoms as identified above and create enough clearance (40” from power and at least 8” from telecomm), we can go up with a permanent attachment.
15. Boxing is not permitted
16. All Pre-MR attachments are to be BANDED. Lags are not allowed.
17. We cannot extend off of someone else’s bolt
18. We will treat ADSS as non energized and follow 12” clearance
19. If the arm doesn’t fit properly and is touching someone else’s cable, you can trim the base of the arm to make it fit.
20. Please insure all straps are tight and secure. Often you will need to strap top and bottom.
The Inspector should be calling a supervisor if there is a question in the field about where the contractor can attach to a specific pole due to issues with the compliances identified above.
If you feel that you can attach permanently in compliance and we wrote to use an arm, let us know! Obviously that is preferable.
If you find a violation, don’t send the sheet and picture in until it is fixed in the field. If we come to agreement that we need to attach in violation, please add notes to say what happened (talked to Mike Brown, called CEI to determine where to attach, etc.)
The Inspector should be insuring the quality of work of the contractor – clearance requirements are number one, but also things like placement tensioning (sagging-in), clean coils (tear drops), tagging at every pole, no pre-forms left on someone else’s cable, etc.
The Inspector should be insuring that the contractor is working safely and in an NESC compliant manor – make sure they are using harnesses etc. and that traffic control is being followed.
The Inspector should be reviewing the attachment summary sheets provided and insuring that the contractor is in fact attaching where they should. The Inspector should be initialing the box on the Attachment Summary Sheet that says ‘Inspected’ on every pole. Utilize the comments column to explain variations in attachments from the summary sheet.
On any poles that require a ‘Pre MR Attachment’ the inspector needs to fill out a new pole profile sheet as well as a photo
