Job Description
PURPOSE OF THE POSITION
The CATV Construction Manager is responsible for all Technical and Employee related operations for the CATV Construction Department in the Construction Manager’s assigned area. The Construction Manager provides leadership, motivation, and guidance to a staff of Managers, Supervisors, Technicians, and Project Coordinators responsible for all aspects of outside plant construction, and utility relationships.
Main Duties:
• Analyze and collaborate capital and expense invoices with cross-functional accounting departments.
• Work with the Senior Director and Director of Engineering/Construction to establish yearly budgets.
• Responsible for weekly invoicing and meeting a minimum monthly billing requirement; submit all invoices to the Corporate Office in Foster City by 8:00 a.m. Monday morning.
• Provide weekly and monthly productivity reports for capital and maintenance projects.
• Lead, direct, and motivate a staff of Supervisors, Technicians, and Project Coordinators and Managers who oversee the construction of outside plant construction.
• Ensure that the construction of outside plant construction is completed in accordance with all national safety and construction codes and within specified timelines.
• Ensure In-house construction personnel adhere to all national safety and construction codes.
• Develop positive relationships with various outside contracting firms, utility companies, and state/local officials.
• Interact with Plant Operations, Engineering, LMC, Material Management and the Design group to ensure that deadlines are met.
• Ensure fiber restoration metrics are met.
• Ensure that all site construction permits are obtained and valid for all work performed and that all work is completed within permitted time and in accordance with all applicable regulations (i.e., local regulations, governmental regulations, etc.).
• Responsible for reading and analyzing complex engineering plans/diagrams, so as to implement and manage all construction projects.
• Perform other related duties as required.
Supervisory Duties:
• Directly supervises at least 4 employees, including but not limited to Manager, Supervisors and Administrative Assistant(s) within the Construction Department. Indirectly supervises at least 10 employees in the Construction Department. Carries out supervisory responsibilities in accordance with the Company’s policies and applicable laws.
• Responsibilities include interviewing and training employees; planning, assigning, directing work and appraising performance; addressing complaints and resolving problems. Also provides recommendations for hiring, disciplining and policy decisions to the Senior DIrector and Director of Construction.
MINIMUM QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each primary duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education and/or Experience: Ten years of cable construction management and /or engineering management experience with a thorough understanding of all aspects relative to HFC architectures. Knowledge of Cell Back Haul, Commercial, Design, Bore Rig Operations, forecasting desired.
Management skills: Accomplished team player as well as a leader with strong organizational, analytical, written and interpersonal skills. Must possess the ability to develop, motivate and train employees.
Language skills: Ability to read, analyze, write, and effectively present information and respond to questions from groups of managers, employees and the general public.
Computer skills: Proficient computer knowledge, including Access, Word, Excel and Microsoft Outlook.
Mathematical skills: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of geometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning ability: Ability to solve practical problems. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
