Network Transport Planner (Circuit Design)

Independent Contractor

Georgia

Job Description

Role Summary
We are seeking a detail-oriented Network Planner/Design Engineer to spearhead the optimization and migration of our core transport infrastructure. In this role, you will be the bridge between high-level strategy and technical execution, ensuring that our network inventory is surgically accurate and our circuit paths are primed for peak efficiency. Your impact will be felt directly through the successful decommissioning of stranded assets and the seamless execution of complex migration circuit plans.
THIS IS A FULLY REMOTE POSITION.

Key Responsibilities
- Inventory Reconciliation & Integrity: Perform deep-dive data cleansing of Network Element Equipment to ensure physical transport hardware matches logical circuit records.
- Network Optimization: Audit and remove "stranded" cross-connects and disconnect circuits with 0% utilization to reclaim valuable network capacity.
- Migration Planning & Strategy: Translate Turn Over Packages (TOP) from Mid-Range Planners into actionable Migration Circuit Plans, resolving any design gaps or discrepancies prior to execution.
- Circuit Path Engineering: Document end-to-end A-to-Z circuit paths and strategically identify "turn points" within the existing network to reroute traffic to core site equipment.
- Technical Documentation: Prepare comprehensive design updates and precision circuit groom cutsheets to guide field technicians and implementation teams.
- Issue Resolution: Proactively identify and resolve JEOPS (Joint Engineering & Operations) issues that arise during the planning and grooming phases.

Technical Requirements
- Core Expertise: Deep understanding of multi-layer network architecture and a wide variety of Transport Network Elements (Optical, DWDM, SONET/SDH).
- Capacity Management: Proven ability to identify capacity bottlenecks and forecast additional infrastructure needs based on growth trends.
- Inventory Systems: Experience using industry-standard Network Inventory Management tools to manage logical and physical asset relationships.
- Circuit Design: Proficiency in designing complex transport circuits and executing large-scale circuit grooms without service disruption.
- Migration Frameworks: Familiarity working within a structured planning lifecycle, specifically utilizing Mid-Range Planner (MRP) outputs and Turn Over Packages (TOP).

Preferred Qualifications
- Education: Bachelor’s degree in Electrical Engineering, Telecommunications, Information Technology, or a related technical field.
- Certifications: Industry-recognized certifications such as CCNA/CCNP (Service Provider), Nokia NRS, or specialized Optical/Transport vendor certifications (e.g., Ciena, Infinera).
- Experience: 5+ years of hands-on experience in Network Planning, Circuit Design, or Transport Engineering within a Carrier/ISP environment.
