Contract Manager: Midwest Region
The Contract Managers (CM) are responsible for overseeing third-party labor providers employed by the company to complete facility-locate, drop, and installation/repair activity. This position will partner with numerous internal and external stakeholders to ensure contractor-produced work meets all company, federal, state, and local standards according to the terms and conditions of associated customer/supplier agreements.
The Contract Managers will be responsible to coordinate their activity with the company’s staff. They will focus on the quality and the results of work performed by technicians and vendor companies. The CM’s will review and report to the company on the vendors performance. This will be matched and reviewed by the CM’s and the company’s staff to ensure all vendors are performing according to the MSA and SOW issued. The CM’s will provide the details so the company may enforce terms and conditions of the MSA and SOW.
The CM’s will also be responsible to work with vendors to develop performance improvement plans and ensure that it is implemented, and the vendor’s performance improves to an acceptable level. The goal is to focus on customer satisfaction both internal and external.
Duties include, but are not limited to:
• Monitoring and influencing measured results about NPS, Repeats, Completion % and QC.
• Perform a minimum of 30 recorded quality visits weekly.
• Perform a minimum of 5 recorded safety visits weekly.
• Assist local contract companies to solve for operational roadblocks dealing with multiple departments on the carrier side.
• Utilize exceptional written and verbal communication skills to communicate via email, video conference, and phone with director level and above, industry counterparts.
• Use MS Office, MS Teams, and SharePoint proficiently as data analytics and reporting tools.
• Develop and maintain professional relationships with clients and counterparts, creating a culture of collaboration and inclusion in a result driven environment.
• Participate in regular meetings with industry executives outlining mission objectives.
• Coach, teach, train, and develop vendors to operate with the highest integrity and standard. Travel as required.
• Perform extra tasks or duties as needed.
Knowledge requirements include, but are not limited to:
• Project Management basics.
• OSP standards and practices associated with facility-locate, drop, and installation/repair activity.
• OSP planning, engineering, construction, and installation principles and procedures.
• Vendor contracts and associated terms and conditions.
• Vendor sourcing procedures.
• Target pricing for vendor-provided activity.
• Vendor performance-management procedures.
• Federal, state, local, and company operational and safety standards.
• Permitting requirements - including work zone protection and traffic control plans.
• State One-Call-Center (811) underground facility locating guidelines across all states in the Frontier footprint.
• Company work assignment and invoicing systems, e.g., Varasset, VX Field, GAP, SIMPL, SWC, Dig-Alert, Utilisphere.
• Skill requirements include, but are not limited to:
• Minimum 5 years of combined Outside Plant Operations or Construction experience.
• A demonstrated ability to use servant leadership competencies.
• The ability to host and lead calls and presentations.
• Partnering with and managing third-party providers.
• Project scheduling, updating, and due-date management.
• Project inspections via on-site and remote technology.
• Ability to read and interpret engineering designs and company record maps.
• Material procurement and inventory management.
• Invoice, time sheet, and payment review and audits.
• Company facility records updates.
• Plant Damage investigation and reporting.
• Collaboration with key internal and external stakeholders including: Customer Operations, Outside Plant Construction and Engineering, Dispatch Resource Center, National Support Group, Logistics, Finance, Contract Administration, Corporate Sourcing, vendors, and federal, state, and local governing agencies.
• Ability to work outdoors, extended driving, and lifting/carrying of moderately heavy objects.
• Ability to work overtime, be on call for nights and weekends and work as required to accomplish objectives.
• Possession of valid driver license.
