Yes the length ofthe pin matters in systems that are running the higher MHz systems. The equipment manufacturers have a spec. for the pin length that varies from brand to brand (for G.I. 860 gear the length is 1.45" to 1.65"), if the spec. is not adhered to there will be an impedance mismatch. As far as splicing in the rain goes, as long as you can keep everything completely dry it isn't a problem, if you can't it is a big problem. The days of the cable hack are over, doing it properly makes a big differance in the performance of the system for years to come.
