Technically you are correct in that you are required by law to call 811 before digging. This includes around a pedestal to enter a sleeve.
However, the benefits from the subsequent locate will yield very little to the safety of existing OSP. This is because careful hand digging is required with in 18"-24" of the locate mark(s). You will by default be in that zone because the existing cables terminate at the pedestal within that zone. Since you must always dig carefully around a pedestal, locates or not. The results should be the same.
Further most states have a 48 hour window before you can dig and some require you to flag or paint the locate area, resulting in another truck roll. In my opinion, with today's slow locate response, the lessor of 2 evils may be to enter a pedestal sleeve with no locate and let the locators work on more important and productive locates.
Final work: the results should be exactly the same with or without a locate. One legal and adds 2 to 3 days to the job and the other one not legal and done the day you get the work order.
