I am mostly retired now but back in my hay-day, I personally knew the top engineering staff (Vice Presidents, Directors, Chief Engineers) of most of the MSOs in the country.  I also knew many of the authors in the trade magazines at the time.   When ever I  met any of them, they would greet me by my first name because they knew my first name, my company and what services we provided.   In other words, I was "well connected".  That didn't happen by accident or over night.  I had to work hard and spend some money to go to conventions, meetings, workshops and other places where these executives congregated.  The relationships were made long before any of them needed my services.   Consequently, when they did need my services, I was often their first call.   Sometimes their only call.   Many times, we negotiated a fair price for both parties rather than bid it.  It can be done but you have to spend more time generating relationships that complaining about the lack there of.
