Not a MFD issue. I don't use ILOM, b ut if you can shoot it with OTDR software instead, then shoot 1310 / 1550. If the shot drops shorter on 1550 then the length on 1310 then you have an issue and the circuit wont work. You likely have an issue at that panel.
Things to check;
Fiber in the tray of the patch panels.
Clean the connectors
unseat/reseat the connectors
try another jumper.
