I was a consultant in Mexico 30 some years ago. One of the things I was asked to do was to recommend ways to speed up their aerial OSP construction crews. What I observed was; poles were all street side and concrete, they had 2 ladders, no bucket truck, and only one set of tools. They had a couple of designated tool runners, that run which ever tool was needed to the appropriate pole(s). One of my recommendations was to have a set of tools for each lineman. Their immediate response was, "No! Tools are expensive, Mexicans are cheap!"
