With all due respect you should do some research on CA. The state does dictate how it can be paid there. You basically can't legally run 1099 in CA unless you can show that you are paying correct OT and state minimum wages. My opinion with having a company there is you'd be stupid or crazy to pay anything but hourly in that state.
