Working out of state

I was thinking about working down in Florida.  I have 26 years experience as a c-splicer for copper.  Looking at these ads and the requirements.  I see that I would need a bucket truck.  I am trying to buy/lease one but I also understand that there might be additional work I can do out of my pickup.  My local insurance agent told me I would need to provide $1,000,000 liability and  workmans comp for both Florida and WA state where I live.  I also would need a business license.  Would I need these licenses even if I came down there to provide maintenance for generators or to presurvey the jobs.   Will all of this cost me way more than I can make?
