If you have never blown a fiber I would Stay away from this. Not saying you cant do it but it is actually a pretty involved process and if you arent familiar with it you will struggle with palnning it out. 1500' between Man Holes seems to be alot to me. Average is usually right around 500' standard city block. if it is 144ct Micro which I am assuming it is since you are going through a micro duct it is probably coming on 1 40,000ft reel. Max you can jet depends greatly on the quality of the installation, and the field conditions, and how you set it up/equipment being used. You can do what you described for the loop but now you are intoducing a loop into the process which will dramatically change how it blows and adding the time to cut the duct off plus the possibilty of damaging the fiber while you are splitting it. If you want to do this just connect them straight through and hand pull the slack loop. Best of luck
