Intra-state, meaning you don't cross state lines, you must follow your state's guidelines for weight and definition of 'commerce'
Inter-state, meaning you do cross state lines, anything over 10k pounds requires DOT registry and health card. When you hit 26k pounds you are required to have a CDL.
Weight trumps commerce on anything over 10k pounds.
