It's just shady people trying to take advantage of those who don't know better. 

A lot of so-called corps or subcontractors, with in-house connections with primes, starting middleman companies, knowing little to nothing about the actual work. They just want to get a piece of the money, while you do all the work. They also drop the price of the work negotiating us all into poverty to the benefit of themselves and the MSOs who have billions, because they don't know the value of a good tradesman, and don't have to do the work. They lock down whole territories because their price is favorable to the prime or MSO, then wear their "contract 1099 employees" thin, treating them like employees, but paying them 1099 to avoid having to provide truck and equipment, or pay taxes.  

Corp to corp is just Primes wanting subcontractors with equipment and manpower( something they're supposed to have) to come do their work in an area that is likely UNBELIEVABLY behind, because they dont want to pay. Which is fine, it's what happens after that, that is the problem.

You'll see alot of this in the Drop Bury Tech section. What they don't tell you is the ridiculousness of the requirements that they claim the MSO doesn't pay for. That's why areas in the south are hundreds or thousands of drops behind, the work looks like crap, and no one's working. 

They're all trying to get over without actually working, while demanding you show up like an in-house W2 employee to clean up the mess they made. Even when you try to help, they're so hopelessly unorganized, that you spend most days chasing your tail due to horrible routing and information. I know many guys that go into deficits or even debt trying to work these areas. Going to jobs that are already done, being used as eyeballs to check. Them burning your fuel without compensation. They put so much work on the Install Techs trying not to pay subs, that the install techs quit in droves. 

They dont just circumvent IRS rules to get out of paying certain taxes or providing equipment, but they also don't follow any other laws either. They do work on sites with no Locates or outdated Locates. You never see the Locate tickets they claim they called in. If you call, they will send you to locations before the actual maturity date, because all they care about is staying under those amount of days on that stupid list. Not doing anything correctly. 

If the QC guys actually went ahead of you, instead of behind you, they'd actually be helping! They'd know house boxes were missing, pedestals were busted, lines weren't grounded, etc. 

That storm work isn't getting filled, because guys expect to get underpaid, and just refuse to participate. Also, guys that want to go simply can't afford it. They've lost money trying to work for shady subs, and can't invest in the equipment required to do the jobs.

Providing white truck, hand tools, insurance, and digging/boring equipment, isn't cheap. All to do work and recieve 1/3 of the actual price of the job, if you're lucky. Then they want you to provide multiple crews lol!
