i know that we only pay for work that was actually completed by that person or company. It would be crazy to pay out for items that were already done, as much as we would all love to be "entitled" to free stuff we unfortunately live in the real world and getting paid for stuff already done is called fraud and is punishable by a stay at the crossbar hotel. If others are charging for things that they shouldn't it will catch up to them and they will be hiking down the road looking for some other place to try and get by with underhanded stuff again! Karma is a bitch and it isn't worth a few dollars in the short run to pay for it in the long haul!
