Sounds like they would be considered private utilities. You can hire a private locator for a cost and they would assume responsibility but it would be for a price that you can either eat the costs or pass on to the homeowner. I carry a locator with me daily to locate private utilities such as lamp posts, wells, dog fences or private power running to sheds/garages.
