I agree whole heartly the prime bids the work. then Subs the biggest portion of it out and looking for more to bid on and THEN realizes he dont have the crews to support what he already has in HAND and b4 you know it WELL it is all a big MESS nothing is getting done and NOBODY is being paid because the "YOUR' money goes thur to many hands (crooks) before you can take money home to your wife and starving KIDS IT IS TIME FOR A CHANGE
