Back in 1977...I installed a fiber link from our Warehouse to the main office.  They sent out Mr Taylor, as a representative from Marlarkey and Taylor, to see how fiber was installed Aerial, lashed to strand.  The end result is that there is really no specification on final sag for fiber lashed to strand in this industry. .  Yes there are specifications on tension ft/lbs but it won't apply because  "You have to sag your line with existing utilites".  Now if your running ADSS in power space, you still have to sag you lines.  Most running fiber don't even use the 800 ft lb break aways anymore.  You've all it....sagging with heavy tel co cables when your fiber/strand only has maybe 1/2 the weight factor, etc.   If power ever did their make ready work and did the rearrangements on the pole....then yes...a fiber/strand sag would apply to tension ft/lbs limits.   Today I see Fiber Spec's being done just like Coax.....Just Get It Done
