There was a time when insttallations paid much more. This at a time when supplies were much cheaper. It was just easier to have the contractor buy cable & fittings and put a few bucks on the pile to cover that.
The price offered for installations has declined gradually or been flat for a long time. When I bailed I figured I could omly cover three small counties and depended upon using existing cable * fittings for most installations.
I suspect the guys making the kind of money you are looking at do many other things. You see things as they are....managers always lie.
