man I've been around this trade since 1965..it's always been smc plant footage when overlashing/lashing/fiber and/or coax or Telephone-no matter how many cables you placed.  Some do pay for each strand measured storage loop/snow shoe.   Just remember this....there is always 3% more bare strand in a system than SMC Footage and your always have around 8% waste factor left on a reel.

Also when doing ADSS...some want the OHG/PG/Storage Loop Strand/Anchors/guys/ground all part of the ADSS Fiber footage.  Be carefull here..you could loose your ass on this type of paid footage.

UG always trench foot..nothing for tails/storage/multi cables runs

Splicers have the same problems
