What I see here is a guy being safe. He's belted off to cable, he can't fall. The ladder hooks not on bell is the only thing I see that is not right. There were times doing const. where we would get on bell at one end of the easement and come down on the other end or in a bosuns chair crossing canyons. This guy needs to stop being an installer and step up to lineman.
