        I've found that a combination of the products suggested have kept the elements out for years and are a real pain to remove due to the way they seal. Clean and dry the cable, wrap it with Bishop tape (stretching it as you put it on) then wrap it with the Scotch Jacket Sealling tape (stretching it) overlapping the ends of the Bishop tape, then wrap with Scotch T-88 black tape. I've used this and then attached to the bottom of a floating dock with no problems, it has been at least 10 years.
