I am assuming that since he said it was on a box that it is a QAM stream channel. I would suspect the headend, because as far as he has not stated, the other channels in that stream are not lost. With a fringe channel like this, the HE tech amy have overloaded the stream, and when the requirements for more bandwidth go up, (such as prime time when services ramp up the bandwidth), nothing is left for the poor old Phillipino channel.
Of course, if all of the other services that are on that QAM are not subscibed to, it could easily fall back into some sort of RF problem.
Another reason that MPEG analyzers are needed for service personnel. Get beyond the contellation and EQ taps, and into the streams themselves. Might save a bunch of shot gun blast service work.
