I am going fro old memory here.........But I think the federal inspectors do look at payroll records........your guys are counted and you....or the prime guy........ have to produce pay records for each one. Your company overhead and profit has to come from the prime to you independent of the payroll. Think equipment rental & consultant fees. The other thing that can come up is delay..........for whatever reason..........your guys are paid to stand down and wait. Inspectors can shut down jobs because the hard hats are wrong or there is a metal ladder on the job, might not even be your people. Sharpen the pencil! Read the whole contract. Check out the prime guy. Roll the dice..........Joe
