Dithering is not to just hit a satellite. It is for "zeroing in" so to speak. Like a scope.
If you look at the alignment on a spectrum analyzer. You can see that you can hit the satellite on a "side-lobe"
and be on it but not directly on it.
As for the meter that see's 99? I have the new upgraded Birddog Ultra. It hits the 99 and much, much more.
