        The biggest problem with this type of cost per mile decision, is that often times they wind up installing more actives due to the loss factor. More amps = more draw, thus either stressing a low current device or adding more power supplies. Both amps and "PS" are expensive to purchase and install. The installation of a large diameter cable as a transport for both power and RF and RG-11 as non voltage tail out is the more economical choice. As less actives = less active failure points, less cost per mile , less maintenance (less cost), less power consumption ( less cost and less heat stress on components), on and on. The only positive of the use of "11" is it's easy to fix, most any installer or sales rep or even helpful subscriber could fix a cut, and you can purchase the tools at Home depot.
