comguru was right you got to get it built correctly if you want it to work. I don't know any MSO that would activate a 1300' drop.
your only hope to getting it any cheaper is to get a neighbor to split the cost if that's possible..

You said you have been doing installs for them for 5 years and you still don't know that max distance for a RG 11 drop is 250 t0 300 feet? No wonder the industry is going down the toilet..
