I am pretty sure you can insist on subs attending training classes run by third parties. You pay the presenters or otherwise invite them to make a presentation. I once sat through a pretty good presentation given by a county electrical inspector on grounding CATV installations. Another time a phone tech gave a presentation on phone installations for satellite work. In each case there was no hint that these presentations were specific training for a job. They were general knowledge and familiarization with existing systems.
There was an announcement that after the class more QC pressure would be exerted to make sure the jobs were done correctly per the presenters' views.
