Contractors (sub or not) should not need training but rather the specs for the plant you are working in. Employees on the other hand should not need training either unless you are hiring on a "no experience needed" basis, and then you would have to pay for training. Do you need training on how to be a prime, or a sub of a prime ???
That's sort of like me being a low voltage electrician and showing up at a job site where I have been subbed out to run all the data/telco/fire and alarm lines and asking the prime on the site to train me how to pull and terminate cabling and read the prints. Ya know i would get shown the door post haste.
