Then there is the Procrustean Couch. Directv wants many cheap installations. They will cut or add to make all efforts fit their plan.

The side money for certifications is just a way for the HSPs to balance the books.

There is also the idea of hiring competent folks, paying them well for good work and having a turnover of under performing new guys.
