        by far the cheapest way is ""  if  "" he  wants all the tv's showing the same pic is like you said,, he will only need one receiver than split the pic out of the rec..  but hd's have no out to tv coax, so you can use one of the a/v game type converters,, (converts rca's to coax, for older tv's to use games, etc.) bout 20 bucks, then put a spliter to go to other tv's....but if he wants the option to watch different shows, each tv will need a receiver, you put a multi-switch  between dish and receivers,,, you can buy any switch size you need, but for 12 it will be cheaper to use 2      6x8's,,,,  that will give you 4 from the first one and 8 off the second one,,, pretty easy to set up and works fine,,, but if you use the spliter options, just make sure you use good quality spliters and the pic quality should be fine,,,,,
