For low income people, there is Medicaid/Medicare. People that are working who don't have insurance through their employer, or can't afford insurance will be given a subsidy to buy insurance on their own through private insurance companies, or they can shop for insurance through the insurance clearing house (public option).
There will be tax credits given to employers as an incentive to offer employees insurance. Also, people up to age 26 will be allowed to stay on their parent's policy.
They are looking to lower the age requirement from 65 to 54, so more elderly low income people would qualify under Medicare.
If you currently have insurance, you have the option to keep your current insurance, or shop around for a better deal.
Other than Medicaid/Medicare, there is no free ride offered to anyone. You will still be required to pay something for insurance, even with the subsidy.
