Does your friend have 2 dishes now?
In my market in NC, the international programming migrated from the 61.5 to the 118.7. The 118.7 requires a special dish called the 500 Plus and a switch (DP34, DPP33, or DPP44) depending on the receivers the customer has. It is a large oval dish that also points at the 110 & 119.
If you want to try the 61.5, you should be able to go to dishpointer.com to find the coordinates for the 61.5 for your zip code. At least that's a good place to start.
