Speed is right with the silicone. You could try replacing the ped with a new flush mount and when it's dug open dump a lot of pea gravel in before you place the new ped. That would help with the drainage if its just in a low area, but not if it is prone to flooding. Other wise lots of shrink boot, bishiops tape and silicone.
