If quality control was as you describe the world would be a better place.
However............Customer calls DTV for any reason.....................................QC fail
                         No telephone line connected / because no phone service......QC fail
                         Defective receiver after successful install............................QC fail
                         Inspector behind on QC fails............................................. QC fail
                         Customer moves stuff & can't fix it.................................... QC fail
And from your post I get the idea that you know what you are doing and actually go to the jobs to evaluate them. This is not always the case in the installation world. An inspection system that has feedback to the installer and protects the customer is a needed thing.
Quality Control is not a new revenue stream!
