Not to worry hiker. It's probably for installs because the MSO has lowered their prices soooooooooo much that a lot of the reputable fulfillment companies (and I use the word "reputable" with great trepidation) have had to close up shop because they actually run a business with an office, phones, staff, insurance, etc and that costs $$$ to do so. 
Now most of your "prime contractors" will be one project wonders handing out work orders, and hopefully checks in the MSO's parking lot while a mountain of paperwork quickly takes over their living quarters that they list as their business address, with their cell phone as their business #.
I was told by an AOM that I could have a sole proprieter contract performing commercial work with no problem. He then took me aside and told me that within a month or two of having that contract that I would be forced to put on more men and take on more work wether I could handle it or not.
