Sounds reasonable for 2' cover in rock.  Conditions vary, so do regulations, cost of labor, etc.  There's no chance of sustainability if you don't know your costs and all the ins and outs like STRANMAN points out; and, it screws up the market.  That's the upside of economic crisis though, isn't it?  Lack of sustainability proves itself.
