There are still alot of systems out there that are wanting to establish voice over. and it is my understanding that in order to do so, they must become 98% relieable. The reason being they will be carring the 911 number. In order to make this happen, these systems are going to have to make several modifacations such as node reduction, adding or repowering powersupplys, adding transponders to the supplys, and even upgrading their equipment and spacing in order to make this happen. I understand that most large systems have already done this, but there are still alot that have not. Please correct me if I am wrong.,  Trying to maintain a positive outlook on things!!!!
