Worked on a Project Years ago,in the west Texas Area.Provider convinced the power company to use their Neutral as a messager or (strand).The draw back was kelvar lashing wire.Now their plant is suffering badly.Windows everywhere, some maintance was done years ago.But like everywhere else,if it ain't broke,too Many Cost's to repair.
