I would check the bid and see if what they bid in terms of materials is what was installed. If it was not then the materials are probably yours. I have a habit of ordering excess items, wire, conduit etc for a job for the just in case method of build ie just in case the plumbers cut your lines for the nth time etc. Just my 2 cents.
