The water in the pipe seems that it would only affect fibers that are exposed down to the buffer tube stage, otherwise there would be a lot of compression room before affecting the actual fiber. A micro bend seems logical because it may not show up as a micro until the weather has turned cold enough for the slack to be contracted.
