Probably 90% of the people there at the celebration (or any similar celebration for that matter), didn't vote in any of the last elections.

Then it dawned on me: Why not open up those celebrations to early voting? Damn near everyone is out celebrating at one festival or another and has plenty of time waiting for the fireworks display to get in to a booth for a few minutes and decide America's fate. Also, with patriotism at the forefront of everyone's mind, people might actually do it.
