Check you patch cables for correct pair placement. I have heard techs say as long as they match on both sides. Twisted pair is twisted for a reason less cross talk witch will slow your connection.
Do a quick search on cat 5e (568a or 568b) left to right 568a most common white/green-green-white/orange-blue-white/blue-orange-white/brown-brown. Take a close look at your at your wiring. Just because they pass a continuity check doesn't always make them right.
